The Institute was launched on October 1, 2019, with the launch of uniform Master's studies (full-time and part-time) at the Pomeranian University in Słupsk. The function of the Director was assumed by prof. dr hab. dr h.c. Dariusz Szpoper. His deputies were: prof. dr hab. Przemysław Dąbrowski - responsible for scientific matters and Dr. Marcin Glicz - to whom teaching issues are subject. There are also two Departments within the Institute: Law (head dr hab. Mikołaj Tarkowski, prof. AP) and Administration (head dr. Anna Korzeniewska-Lasota, prof. AP).

The Institute conducts historical and legal research as well as dogmatic and legal research. A wide, international scientific cooperation is being developed with such entities as: Vytautas the Great University in Kaunas, the Russian Academy of Sciences, the Faculty of Law of the Ivane Javakhishvili in Tbilisi, Tbilisi Open University, Law Faculty of Belgorod University.
